SECE Assurance Layer
SECE is a barrier-assurance requirement independent from H/I/M/L/Z. The current source provides SECE markers and plan registration evidence.
Rule: Z can be screened as an RTF candidate only after legal, integrity, SECE, hidden-function and consequential-damage gates are cleared.
