Change-Control Rules
2. Every task change must identify reason, evidence, risk impact, approval and affected tags.
3. Interval extension/reduction must have technical basis: RBI/SIL/OEM/P-F/degradation/history/operating context.
4. Deleting PM for Z requires RTF screening result, not only criticality code.
5. SECE assurance task removal/change requires explicit engineering approval and traceable evidence.
